Where your video data is stored and processed
When you upload a video to Blue Billywig, it stays in Europe — from the moment it leaves your system to the moment it reaches your viewer. Storage and transcoding happen in Scaleway’s European data centres.
Delivery travels through European CDN nodes. Your analytics sit in the same region as your content. There’s no moment in that journey where your data crosses a border it shouldn’t, no background process quietly routing through Virginia or Oregon. We think that should be the default, not something you have to negotiate for.
Primary data centres
Video storage, transcoding, and delivery infrastructure operated from Tier III certified facilities in the EU. All data remains within these locations by default. Global delivery is available as a customer-configured option.
Analytics and viewer data
Viewer engagement data, playback analytics, and audience metrics are stored and processed within EU infrastructure. No export to US analytics platforms occurs without customer configuration.
CDN delivery
Video delivery to end users is routed exclusively through European CDN edge nodes. No video content is served via US-based infrastructure without explicit customer opt-in to global delivery.
Sub-processors
Blue Billywig’s sub-processor list covers only EU-headquartered providers or those operating under EU adequacy decisions. No sub-processor subject to CLOUD Act jurisdiction is used without explicit written customer approval. The full list is available upon request.
Why EU incorporation matters — not just EU servers
Hosting your video in an EU data centre does not remove CLOUD Act risk if your provider is a US company. Jurisdiction follows the corporate entity, not the server location.
A lot of video platforms will tell you your data is stored in Europe. That’s true — but it’s not enough. When a platform is incorporated in the United States, US law travels with it, wherever its servers happen to sit. The CLOUD Act means US authorities can compel an American company to hand over data held anywhere in the world, without notifying you, and without requiring a European court order.
Choosing a platform headquartered in the EU rather than the US isn’t a detail, it’s the difference between data that is genuinely under European jurisdiction, and data that only appears to be.

Q: Can Blue Billywig be compelled to hand over data to US authorities under the CLOUD Act?
No. Blue Billywig is incorporated in the Netherlands and has no US parent entity, no US-listed holding company, and no US-domiciled officers. The US CLOUD Act applies only to US persons and companies subject to US jurisdiction. A Netherlands-incorporated company operating exclusively within the EU is not subject to CLOUD Act compelled disclosure requests.
Q: Where exactly is video content stored and processed?
Blue Billywig stores and processes all video data using Scaleway (scaleway.com), a European cloud infrastructure provider with data centres in Amsterdam, Paris, and Warsaw. CDN video delivery is handled exclusively by Bunny CDN (bunny.net), a European content delivery network with edge nodes across Amsterdam, Frankfurt, Milan, Paris, and other European locations. Both Scaleway and Bunny CDN are European companies operating entirely within the EU. No data is transferred to infrastructure outside the European Union without explicit customer consent.
Q: Is Blue Billywig GDPR compliant?
Yes. Blue Billywig is GDPR compliant by design. The platform provides built-in consent management, data minimisation controls, and right-to-erasure tooling. A standard Data Processing Agreement, data processing register, and named Data Protection Officer are provided to all customers as standard.
Q: Does Blue Billywig use US-based sub-processors such as AWS or Google Cloud?

Q: How does Blue Billywig compare to Brightcove, JW Player, and Kaltura for GDPR compliance?
Brightcove, JW Player, and Kaltura are each US-headquartered or US-listed, making them subject to the US CLOUD Act regardless of where their servers are located. Even when those platforms offer EU-based data hosting, US jurisdiction over the parent company still applies, and Standard Contractual Clauses are required to legitimize data processing under GDPR. Blue Billywig, incorporated in the Netherlands with no US entity in its corporate structure, does not carry this exposure and does not require SCCs for EU data processing.
Q: What documentation does Blue Billywig provide for a public sector tender?
Blue Billywig provides the following for procurement and tender processes: ISO 27001 certificate, signed Data Processing Agreement, data processing register summary, completed information security questionnaire, penetration test executive summary (under NDA), and references from comparable public sector customers in the Netherlands and wider EU.
